The Birth-Rate.
la the House'of Lords Earl Meath asked for the appointment of a Royal Commission to inquire into the cause of the deterioration in the physique' of the working class. The Bishop of Ripon declared that the decline in the birth-rate was alarming.
The Duke of Devonshire said that after consulting the medical profession, the Government would consider the desirableness of appointing a commission of inquiry.
