The Manchurian Question.
S "ARILING ANNOUNCEMENT. Tiie Svjat newspaper announces that it has received a communication from a Japanese newspaper, stating tliat Lite British and Japanese had nr-'-wiP’d an odd dal Note to the (Id ie.su Government, declaring that China must demand the immediate evacuation of Manchuria by Russia; also that any Russo-Chinese Treaty with regard to civil administration in Manchuria must be subject to approval by Britiin and Japan; and that they must previously be advised of such Treaty. A reply was demanded within five da vs. Prince Chi ng, the Imperial Viceroy, it is asserted, counselled the Dowager Empress 'to accept terms. The United States Government, it is added, will support Great Britain and Japan in the demand. The Sujeb rays that the Note of the two Powers places Russia under tin necessity of preparing for event uad s, and adds, it is not by such mam-rs or me up r,hat Russia will b constrained to evacuate Manchuria,.
