WARSHIPS AT PORT ARTHUR. The Daily Mail’s Tokio correspondent states that it is reported that Japan is protesting to Russia regarding her continued occupation of Manchuria, and also that England and Japan will each send a gunboat to the Yaln River, the northern boundary of Korea, to watch the Russians in that quarter. two Russian warships are at Port Arthur. The Chinese newspapers comment on the significance of the assembling of the British, American and Japanese fleets in the north of the Gulf of Pechili, While America favours the payment of the Chinese indemnity in silver, and Russia and France are willing to pay Customs duties on a gold basis, since their imports are insignificant, the ouher Powers have warned Chang Ghi-tnrig that they will take strong measures to compel China to adhere to the protocol. In the event of non compliance, the Powers contemplate the seizure of the salt gabelle or the re-occupation of Tion-tsin. The Chinese Government makes no attempt at economy or reform of the finances. Sums are squandered at Court which will pay the indemnity in gold two-fold.
