The British Navy.

In the House of Commons, after a discursive debate, the Finance Bill was read a second time without division. Mr 0. T. Ritchie, Chancellor of the Exchequer, said it was impossible for the Government to ignore the augmentation of the German and American fleets. The British Government would rejoice if an international league could keep down the awful expenditure over navies, but without that ho decrease of expendi-ture-was possible. The colonies, said Mr Ritchie, ought to contribute more largely to the navy, as a very considerable pro portion of the expenditure was incurred in thgir protection.
