A court-martial Ijas convicted nine officers bf the- Twenty-first Lancers, now stationed at Dublin, of “ ragging ” 'Lieut. Willows, a colonial, for not joining in amusements. The commanding officer has been blamed for an error of judgment; one major has beep ordered to. resign; another major, two captriins, and four lieutenants have been censured and their promotion stopped
