Speaking at a banquet green by the New York Society of Pilgrims in honour of Sir Michael Herbert, the British Ambassador, Mr Elihu Boot, United States Secretary for War said ° , _ “ England is our true friend. War between England and America would not only be a crime, but. would argue t incapacity on the part of the gotern* ing powers worse than crime.'* Colonel John Hay, Secretary of State, wrote praising Sir Michael ' Herbert as “an Ambassador who stands solidly for peace."
