Atrocities on the Congo.

A reply by Lord Cranborn, Undersecretary for Foreign Affairs, to a question in the House of Commons as to the atrocities in the Congo Free State, was not altogether satisfying to the House. The Prime Minister (Mr Balfour) intervened, and accepted a motion by Mr Herbert Samuel, Liberal member for Cleveland, that the Government should confer with the cosignatories of the Berlin Treaty and with the Congo Free State to secure an abatement of evils and freedom of trade. Mr Samuel consented to omit ffom a resolution a statement that the Free State had constantly violated the treaty.
