Venezuela.
Britain has withdrawn from the claim to be submitted to The Hague Tribunal on the question of the cost of the blockade 61 Venezuelan ports. She wishes to submit to the tribunal the question of the right of nations to collect debts by means of blockade and bombardments. Venezuela and the Powers,will sign on May 4th a protocol submit* ting the question of preferential treatment of claims to The Hague Arbitration Tribunal.
