Owing to the slackness of work at the Woolwich Arsenal, a thousand men are under long notice of discharge Four hundred have left. Many are migrating to Canada Mr Brodrick, Secretary of State for War, replying to a question in the Blouse of Commons, asked by Mr Crooks, the new labour member for Woolwich, said the Government was better able than a private contractor to lay idle a portion of its factories Moreover, unless contractors were encouraged in time of peace they would be unable to establish the necessary plant to meet the expansion of orders in time of war
