The Powers and China.
Russia has undertaken to guarantee a Chinese loan of eight million pounds, to be issued in May,
Belgium, Holland and France have been granted concessions for railway extensions in Manchuria. “ The Times ” says that all commercial nations, and -certainly Britain, must refuse to lighten the Chinese indemnity burden by increasing the new Customs tariff by one third.
Prance and Russia joined the other Powers in January in a Note to China, declaring that any refusal to pay the indemnity in gold would be a grave violation of the peace protocol, and entail upon China serious responsibility.
The latest attitude of Prance and Russia in regard to the Customs question has caused a deadlock at Pekin, and is attributed to the smallness of French and Russian trade with China as compared with the trade of Britain.
