Manawatu Herald. TUESDAY, MARCH 17, 1903. Persia.
The kingdom of Persia is cropping up more into public notice each day as the developement of the country bids fair to cause serious disagreements between Great Britain and Russia, and thus to the Empire. A glance at a good atlas is necessary to get to the proper understanding of the subject, as Persia is bounded by Russian Caucasia, the Caspian Sea, the Rusaian Transcaspian provinces, \firhnni't.s,n. B(>lnc ! u-tiV\ 'he Strait C 0 ■,< - : G-t f, and
Asiatic Turkey. Britain views Persia in the south with a very cruunl eye, >s she has in the south and west established her ascendency, and is determined to ke.?p tie.: c-aist clear of any strong Po.;m tyre a position on the Persian Gulf or Arabian Sea to Russia, which she is indirectly working for, would place the position of Egypt, Africa and India in a weakened state, and therefore it is not surprising to learn that Ministers are suggesting that the spheres of influence in Persia of Great Britain and Russia • should be clefinit ly settled. On both sides of those seas Britain bolds, the practically, only interests, and Russia might as well request that a port in England be given her as the one she indirectly is attempting to obtain. The successful defining of these interests may have prompted the large increase of men in both navy and array, as well as the increased building of war vessels.
Ou the sou'fch-aast of Persia is Beluchistan, which is practically a feudatory of the Indian Empire, and just to the north of Beluchistan is Afghanistan which, by agreement with Britain, has no foreign relations with any Power except the Government of India.
Russian territory borders the north of Persia and the country has been worked for trade by Russia and England, each Power endeavouring to absorb as much as it can, so that a day of reckoning must come, and the sooner it does be fore the Powers come too close, the better.
More than throe-fourths of the surface of Persia are desert, they are uncultivated owing to the want of rain ; but by far the greater portion of this region consists of light dry soil which only requires irrigation to become fruitful. The history of Persia cannot be written here, but evidences are in existence of ruined irrigation works abd other signs of a large and prosperous community in the old days when the Persians defeated the Medes. So powerful was the kingdom in the years between 138 8.0. and 218 A.D. that they contended with Rome on equal terms, and repeatedly defeated Roman armies, but after the ninth century Persia lost her strength and the present Turkoman dynasty was established by Aga-Mohammed in 1795 This rough description of the country points to the advantages that would accrue to the world at large if the British secured an even firmer hold of the land, and attended to the irrigation works of Persia as they are doing in Egypt, for the State is as corruptly administered as Egypt was, and as most Mohammedan countries are.
Persia is an absolute Monarchy and has but a small public debt of £2,800,000, which was borrowed from Russia. The revenue is £l,652,820 and the expenditure £1,260,700, but we are told that the fearful bribery and extortion that prevails lead to the irregular exactions equalling the legal assessments. The trade of Persia with Russia is chiefly through ports on the Caspian Sea, or the Trans-Caspian railway, and with British India by way of the Persian Gulf, and to some extent by the new land route through Beluchistan to Scisfcan. Out of 112 steamers that entered Bushire, the principal port of Persia on the east coast of the Persian Gulf, 109 were British.
On Thursday Messrs Abraham and Williams hold their stock auction at Palmerston.
The Melrose burgesses have carried the poll to merge into Greater Wellington by 295 votes. Tenders close to morrow -for the metal on Foxton Shannon road, with the Manawalu County Council. The Cambridge and Oxford University boat race is'nxed for the Ist April. F. S. While riding Old Gun in the Handicap Hack Hurdles at Dannevirke on Tuesday, Mr James Bull met with an accident by which his elbow and wrist were broken. Old Gun was leading at the hurdle when be fell.
Mr Philip Hennessy has purchased the farm of Mr Perry at the O mu .Downs at a satisfactory figure. This gives Mr Hennessy another 400 acres of landed estate, which we understand he intends bolding iii his own hands for a time while lie effects considerable improvements. Messrs Walsh and Howan a few years ago developed that land from the Library to Hall-street, by cither building new or improving existing houses, and the speculation has turned out sufficiently satisfactory that they are likely to build three more facing Hallstreet.
At a meeting of the directors of the Manawalu Railway Company it was decided to recommend the payment of a dividend of three per cent, for six months, making six per cent, for the year, and to pay a bonus oi two shillings per share out of the undivided profits.
The New .Zealand Loan and Mercantile Agency Co., in conjunction wiih Messrs Abraham & Williams, advertise full particulars of the different lines of stock and implements which are to be sold at the sale at Motoa Estate on the 35th inat.
There is no place like Foxton, that at any rate is Mr W. S. Stewart’s opinion, as he has just purchased a section of land on the Lady’s Mile from the Rev. James Duncan, upon which he intends to build a residence, so that lie can make sure of a home and habi tation in future.
The members present at Thursday’s meeting of Palmerston Hospital Board were Messrs Luxford, Wilson, Gooclbehere, Arbuckle, Philpotts, Pearce, Cooke, Mitchell and Nathan. A rate of 4s gd in the £IOOO was made, 2s in the £IOOO of which is to be devoted to charitable aid purposes. Mr Wilson and Mr Philpotts protested against the increase of 3d on last year’s rates.
When the syndicate purchased the Motoa Estate they had the standing crops thrown in, and they had arranged with Mr Foster to have the estate teams to cut and cart them. To their surprise they found the other day that owing to the sale of stock the stacking could not be attended to, and they had this agricultural employment placed in their hands. They manfully battled with the difficulty, and have been lucky in securing Mr George Coley's teams, and Mr Frank Dudson as stacker.
Mr Edward Coley a short lime ago purchased from his mother the house and land his parents used to live in, and is having the house considerably enlarged, which Mr A. Speirs has now in hand. The additions will consist of two large rooms and a bathroom. The house is also to be re-p:ipeml 'avid painted. Mr Coley believes in the progress in the town that he lias let Mr Speirs the contract to build a fourroomed cottage on the adjoining section, for which there is a tenant wailing.
Twelve American mariners are now in prison in Manila for running up phenomenal rifle scores at the Canac i Range. The officer in charge of the district was surprised to find that men who were supposed to be unable to hit a barn door at thirty paces were credited with astounding feats at the butts. One afternoon he' arrived unexpectedly on the range while firing was in progress, picked up a rifle, and fired iii the air. Instantly an “ inner ” was signalised. He fired again in the air, and was credited with a bull’s eye ! It was then that the excellent shooting of the men was understood. Does this occur only in Manila ? SANDER and SON-! EUO \EPYTI EX.
