THE PROTOCOLS SIGNED. The Venezuelan .protocols have been signed It is agreed that the captured ships shall be returned. The sunken vessels are unclaimed. Existing treaties and amity of commerce are renewed and orders to raise the blockade have been issued.
Another set of protocols is being negotiated respecting the procedure at The Hague permitting Venezuela and other nations to oppose the claims of the co-operating Powers for a preferential charge upon the Customs receipts, Mr Bowen has paid £5500 each to Britain and German The latter’s balance will be paid in five monthly instalments
