GERERAL CASTRO’S TACTICS. President Castro is" playing the Powers against each other, aud trying to create dissensions between them, THE CUSTOMS REVENUE. Mr Bowen lias rejected, on behalf of Venezuela, a proposal by the Powers that the allies should retain 25 per cent of the Customs revenue for other claimants. Mr Bowen declared the principle of the proposal offensive to modern civilisation, Veaezuela, he said, would prefer to refer the question of preferential treatment to the Hague Arbitration Court It is, announced at Washington that it a compromise regard preferential treatment is not reached Mr Bowen will be prepared to pay in cash the amount the blockaders are willing to accept preliminary to the sitting of the Hague tribunal.
