The Powers In China.
The Pekin correspondent of “ The times,” dealing with the position in China, emphasises the continual decline of silver and the increase of corruption. Unfair preference, the correspondent says, has been shown towards Russia in railway concessions, despite the fact that Russia asked £BOO,OOO expenses for restoring the Niuchwang railway, while the British restored their section in perfect order and handed a credit balance of £BO,000 to China; TWo British firms nought the largest building lots at an auction at Dalny, the terminus of the Chinese eastern railway and the chief centre of Russian commerce on the Pacific coast of China.
