The Philippines.
President Roosevelt; in a speech at Memphis, Tennessee, said there must be no question of politics in governing the Philippines, as it was impossible to haul -'down the flag there, as in Alaska. Nowhere in the Orient, said the President, was there anything approaching the amount of individual liberty 'or self-government that the Un'te'd States had brought to the Filipino.
