South Africa.

Lord Milner's sympathetic interest has aroused the enthusiasm of the burghers of the Western Transvaal, who condemn the Boer Generals for their coquetting on the Continent* declaring that such action makes it difficult for Britain to treat the Boers generously. General Viljoen'si friendly attitude towards Britain is approved. Most of the Boers express contempt for the Afrikander Bond, and oppose the attempts to establish branches of the Bond in the Transvaal, The Cape Dutch are regarded as cowards and deserters. The Bev. Mr Botha, of the Dutch Reformed Church, advocates separate Dutch schools, with the view of perpetuating the Boor language and hostile traditions.

The burghers complain that the military are selling thousands of horses to syndicates, who resell them to farmers at advances of from 50 to 100 per cent. The Natal Defence Commission favours a modified form of compulsory service.
