CONTROLLING THE NATIVES Sir Godfrey Lugdon, Commissioner of Native Affairs in the Transvaal, has met with striking success with his new regulations for natives. Drunkenness at the mines has been reduced to a minimum, and a Native Savings Bank and Remittance Agency which has been established is greatly appreciated. Twelve thousand arms have been surrendered in the various districts, The hut tax, which is due next January has not met a murmur of disapproval.
