The Boer Generals.
The Berlin correspondent of “ The Times ” says that negotiation regarding the audience of the Kaiser which the Boer Generals are said to be seeking, are progressing between Berlin and London. If preliminaries cannot be arranged, Chauvinistic opinion will throw the responsibility upon Great Britain and spare the Kaiser.
