In the Cape Parliament Mr David De Waal, member for Picquelberg, resumed the debate of Mr Merriman’s motion condemning the. suspension ol the constitution. He stated that in England, whence he had returned it was thought that all was peace at the Cape, but he found the House discussing this motion. He counselled members to leave Lord Milner alone. No British Ministry'-, he added, would recall Lord Milner. REMOVAL OF IMMIGRATION RESTRICTIONS. Permits to land at Capetown are not now required, unless the arrivals intend going to the other colonies. PRIVILEGES TO VOLUNTEERS An ordinance issued iii the Transvaal gives volunteers great privileges including exemption- from poll-tax and jury service. THE RANDA conference of mining managers at Johannesburg has decided to extend the system of payment- by results to the blacks employed in 'commectiou with the mines
