TORPEDO BOATS BLOCKED AT THE DARDANELLES.

The Turkish Government refused to allow four torpedo boats built at Kronstadt, and intended for the Black Sea, to pass through the Dardandls, despite the Russian Embassy’s declaration that they were unarmed, and therefore not war vessels.
