The United States, Great Britain, France and Germany declared that the blockade o£ Venezuelan ports is inefficient. The British cruiser Phaeton (4300 tons, .ten guns) has gone to Buena Vista, owing to the Columbian Government endeavouring to compel the British steamer Ecuador to convey troops to Panama.
