Chinese Affairs.
The rebellion under Hung Ming, a relative of Hung Hsinchwang, leader of the Taiping rebellion many years ago, is spreading in the Kwangsi. Kwangtung and Yunnan provinces. Many Imperial troops are joining them, induced by higher pay and loot. The advance of General Ma, who
was despatched to suppress the rebels, was checked after'two days’ fighting. The rebels occupied Paug Cheng, killing or capturing all the mandarins. They have also occupied the mountain passes between Generals and Ma’s troops at Lien Chau and Kao Chau, preventing them from effecting a junction. PRECAUTIONS AGAINST JAPANESE IMMIGRANTS. The Foreign Ministers in Pekin have approved the principle of restoring Tientsin to China. Germany is suggesting midsummer as the date of restoration, in order to checkmate an extensive influx of Japanese fishermen. Russia has forbidden merchants to employ foreign fishermen in the maritime province of Siberia and the Island of Saghalien. The “ Daily Telegraph" states that Russia’s forward policy in the Par East has been abandoned, in accordance with the financial policy of M. de Witte, Russian Minister of Finance.
