DECLARATION BY THE RUSSIAN MINISTER.

Dr Morrison, Pekin correspondent of “ The Times,” states that the Rus- / siaus decline to restore the Shan-hai-Kwan Niuchwang railway to the civil Government of Ninchwang until international administration in % Tientsin ceases. There are sixty-three thousand Russian troops in Manchuria. Thejapenese assert that they are able to land.a hundred and fifty thousand men in Manchuria in a month.
