Chinese Affairs.
DECLARATION BY THE RUSSIAN MINISTER.
An agreement made between Russia and the Tartar General at Kiriu, in Manchuria, in March, 1901, giving Russia and China exclusive mining rights in Manchuria, is still unxatified by the Chinese Government. M.Lessar, the Russian Minister in Pekin, declares that the AngloJapanese treaty will not alter Russia’s plans in regard to China. Russia does not desire privileges greater than those of other Powers, but will undeviatingly follow her settled policy. Korea, at the instance of Russia, agreed not to lease or grant to any State, company, or individual, the island of Kojedo, off the south-east coast of Korea, or the shore opposite, thence to Chemulpo on the west. THE SHAN-HAI-KWAN RAILWAY. Dr Morrison, Pekin correspondent of “ The Times,” states that the Rus- / siaus decline to restore the Shan-hai-Kwan Niuchwang railway to the civil Government of Ninchwang until international administration in % Tientsin ceases. There are sixty-three thousand Russian troops in Manchuria. Thejapenese assert that they are able to land.a hundred and fifty thousand men in Manchuria in a month.
