Tonkin.

The French are not good colonists and we learn that 20,000 rebels are congregated in the colony of Tonkin, which has been in the possession of France since the year 1884. The affairs are so serious that the French Commander has threatened to resign unless the forces he has are strongly reinforced. Tonkin is situated on the Indo-Chinese peninsula, bordering on China, and was at one time a province of Annam. The French have, however, secured it as a colony besides holding the position of the nominal protector of the Kingdom. The fact that Franca has held this fertile spot for over sixteen years and secured an export trade of half a million, only a small fraction goes to France, and the imports of about a million of which only one-fourth comes from France, and has now a rising of rebels out of all proportion to the garrison, shows that whatever may be better done by France than elsewhere, the colonisation and development of a new country does not come within this category.
