PEACE NEGOTIATIONS. Baron von Bnlow, the Imperial Chancellor, speaking in the German Reichstag, said the Powers were unanimous in every detail with regard to the demands made upon China. Eleven points had been formulated by Ministers, and negotiations were now proceeding. RUSSIAN OPERATIONS. Russia has postponed the withdrawal of her troops from Manchuria, and has rescinded the transfer of the Tientsin Railway. THE DYNASTY IN DANGER. General Tung-fu-hsiang threatens to usurp the Chiese throne. The Emperor chiefly - relies upon General Ma, who has blood feud with Tnng-fu-hsiang. THE MING EMPERORS' TOMBS. The French troops in China accuse the Sikhs of ransacking the tombs nf the Ming Emperors at Shih-san« ling.
