♦ POLICY OF GERMANY AND BRITAIN. The plan of the German Emperor, disclosed in his circular note to the Powers, is intended to thwart Li Hung Chang's recent attempt to secure the surrender of mere lay figures for punishment. The Shanghai correspondent of the " Daily Express " states that he has been officially informed that Lord Salisbury has cabled to Li Hung Chang that the presence of the Emperor at Pekin is absolutely necessary for the negotiations and in order tb avoid a dissolution of the Empire. An assurance is given that the Emperor will receive protection. The | main desire of the allies is to preserve China, but nothing will divert their irrevocable intention of punishing those who were responsible for outrages, whether committed in the name of the Chinese Government or otherwise. If necessary the allies will pursue them all over China. WHOLESALE MASSACRE OF CHRISTIANS. Mr Goodnow, the United States Consul at Shanghai, estimates that the Boxers have massacred fifty thousand native Christians, burning many alive.
