The following report was read at the last meeting of the above: — - engineer's report. I'
With reference to sanitary matters. I have to report that several nuisances have come under my notice recently. A number of cart loads ot rubbish and stinking stuff has been shot down on ' 'he land between the Park and railway. The nuisance reportod by the Manawatu Herald on Saturday last convsted of an accumulation of sour milk irid refuse at the creamery. The man : i oharge, who had only just commenced his duties, promised to have a borough clean up yesterday. Several ither nuisances have been reported *nd proper steps taken for abatement. As to preventitive measures. H|: Henry Coley is willing that a place IPj deposit be formed on the Target R|<* serve by fencing from one to five acres in the S.E. corner, bounded by railwaiy plantation and racecourse plantation and the reserve, and that a gateway be made from the road direct into tpfr place of deposit. All offensive staff tto be buried. The consideration he de-
sires is the providing of a well and windmill-pump on the reserve in a spot he may select. ( Another and most important matter is putting the by-laws in force as tp digging holes for privies and burying night-soil in the thickly inhabited parit -; of the Borough, compelling the use of the dry-earth system or dry-ash 1 system, and providing a scavenger-j---the latter at the cost of a special ratal An abundant sppply of pure water is the greatest need of the Borough, of ! more importance, in my opinion, thati any scheme for its benefit I have heard broached. ■ Lamplighting.— On the evening of.:]; the 30th January, a very dark evaring,: three lamps near Courthouse flroejr ; were not lit at 9.15 p.m., on the follow- ! ing evening the Courthouse corner was 1 in darkness, and on February Ist at 9 p.m. the lamps at Park-street, Robin- j son-street, Avenue- Russell-street were out, and at 9.15 that near Post Office, and also that at Manawatu Hotel
corner were not lighted. On Saturday evening at 8 and 9 p.m. none of the lamps in Main-street, Park-street* or the Avenue were lit. It was a dark evening and the moon SVas not visible. Ranging,— Mr Ray complains that he ran against the tether rope ot a horse in Ravensworth Place on the evening of the 29th January. On Sunday morning between 7.45 and 8 a.m. I saw nine horses on Spring-street, three horses and three cows and one calf on Cemetery Road, three cows and two calves on the Avenue, one cow on Park-street, one cow on Ravensworth Place and one horse tethered on Ravensworth Place.
The Ranger tells me he was obliged to give up his employment at Hennessy's as people were boycotting his employer for having such an odious person as a cattle-ranger employed, and the person who has supplied the ranger with milk for two years stopped the supply because he impounded cows owned by this particular purveyor of milk obtained on the long paddock.
