■■ » The Cabinet has for some time past had under consideration the question of national defenc9. It hag now adopted a scheme for the improvement and extension of existing defences which will involve a~« expenditure 0* 1 milliard and a j •' " of francs, of upwards of seven millions sterling. I*he proposal embraces the construction of more Warships, coast and colonial defence, and the laying of strategic cables. Half of the outlay will be devoted td the navy. The building of no fewer f&afi 177 vessels will be commenced this year, consisting of six first class ironclads, five armourer) ' cruisers, 27 torpedo-catchers, 11'. torpedo boats, and 27 sub-marine vessels. All the vessels are to be completed by 1907.
