The original plans having been rejected (though they had been previously passed), it was neceseary to get freßh ones prepared, including a swing span ; thesr again had to be approved by Chief Engineer and Minister, then there was the arranging of loan necessary to defray our part cost of construction, the letting of contract, &c. 41. these matters required several visi^ t~> Wellington and a good deal oi correspondence: and I wish to grate*, fully acknowledge the valuable assistance Mr John Stevens, M.H.R., ha given me in this, and other matters on which I have approached the Government. During the past year a very great improvement has been effected by the enclosure oi a triangular piece of ground at the North efld of Main street, with a white post and blacK chain fence which was planted on Arbor Day, Mm Fraser planting the first tree by request. Others were also planted by the Mayor, Councillors, Town Clerk, and all the old residents and prominent townspeople, while the Foxton Brass Band en livened the proceedings ; after which the avenue in Victoria Park was replanted, where necessary. I have brought under the notice oi the Government the need of a light railway to the Ocean Reaoh, in order to afford a central outlet to a very large area of the surrounding country, with the result that an engineer was sent to report on the proposed line, and I understand his report wa? 4»tisfactoiy. Since th^.n the Minister of Railways has himself visited Foxton in connection with this and other matters, among which was the question of a small jetty for river steamers above the wharf, extra shed accommodation on wharf, and a reduction in storage charges on hemp. I also saw the Minister of Public Works and Marine re planting at Wharangi, and £50 was voted for that purpose, and I trust the Council will not lose sight of this, as it is necessary that the vote should be applied for before the 31st March next. I feel sure that we have in our Health Resort and grand stretch of Ocean B^ach a most valuable aseet, and that the town will in future yea-p gain more benefit from ihem than any other source. The Library has expended in n^v books the sum of £8 7* Bd, the amount of a Government grant, »nri fcber* is another one to be applied f r nxt month. The Library has also hfn re-papered and painted. A most necessary by law has been passed regulating the weight to be carried on one pair of wheels, or more, according to width of tyre, and as a resu-t an improvement in the state of our roads may be looked foi during the next winter. That I have not run the Council into debt during my tenure of the Mayoral chair will be patent from fbe fact that I commenced office with an overdraft of £2iß, and leave it with a credit halance of £11 Is 6d the credit of which is mainly due to our very capable Treasurer and Bate Collector. In conclusion I wish to thank moßt heartily the present and past Councillors for their uniform courtsey always shown, and for the ready help they have at all times given me, which has made my work very pleasant to me ; I cannot conclude without referring to the efficiency and zeal of Mr Rober; Chapman, the Town Clerk an! Fraser, Esq., J.P., for his great services to the Borough during his year of office as Mayor. Carried. Proposed by Cr Austin, seconded by Cr Baker, That the Chief Inspector of Stock be furnished with a list of the owners of dairy cows within the Borough as asked for. Carried. Proposed by Cr Jenks, seconded by Cr SpelmarJ, That the Horowhenua County Council be informed that the first payment to the contractor for building the Wirokino Bridge will be made on the sth Feb. next, and that as early as practicable the Council will be notified as to the probable share of ■ the first payment. Carried. * Proposed by Cr Baker, seconded by Cr Austin, That the matter in reference to codlin moth pest be held over till next meeting of the Borough Council. Carried. Proposed by Cr Jenks, seconded by Cr Austin, That Mr Ray's letter be held over until next meeting, also that Mr A. S. fiaston be requested to furnish plan of ground in connection , with above for perusal of Council, Carried. Proposed by Cr Austin, seconded by Cr Spelman, That the request of the Good Templars' Lodge to make a crossing over the side-channel to their premises be granted. Carried. Proposed by Cr Jenks, seconded by \ Cr Spelman, That Messrs Austin j|ng Bros.' offer for flax oft Borough roads be accepted. That the opinion of the Municipal Association solicitor be obtained as to receiving licenses and fees received by the Manawatu county Council on tccount of those two slaughterhonsest ;ince the incorporation of the Borough. That application be made to the Governor under section 33 of the 1894 Act to appoint Mr Robert Chapman as Inspector of Abattoirs and Slaughter^ houses, etc., to act as Inspector of the slaughterhouses named. Guerin for carting for one year be accepted. Carried. ; No tenders were received for collecting the dog tax, and after some discussion it was decided to place on 1 the pay-sheet the sum of £3 deposit from Mr Bradcock, the late collector. It was proposed by Cr Baker, seconded by Cr Austin, That the Town [ Clerk be instructed to obtain a Dog Tax Collector. Not carried.
