Foxton Borough Council.

The special meeting was held at 7.30 last night re tyres.

Present — His Worship the Mayor, and Crs Purcell, Austin, Aldridge Jenks and Baker. >, The Mayor said he had very much pleasure iv welcoming Cr Spelman to the Council, and said he had no doubi Cr Spelman would do his best for the Borough as a whole.

Cr Spelman thanked the Mayor for his remarks, and took his seat.

The Mayor read an opinion he had received from T. F. Martin, solicitor to the Municipal Association, in reference to the proposed bye-law in r egard to tyres. Considerable discussion took place,

nd the bye-law as presented wa* massed on the motion of the Mayor, seconded by Cr Purcell.

Proposed by Cr Baker, seconded by Cr Austin, That the following be idded to the proposed by-law re tyres, that three inch tyres on 1 pair ol wheels be restricted to 1 ton, or subject to penalty of 6 inch. Carried. The ordinary meeting then took place. me minutes of the last meeting vvere read and confirmed.

The following correspondence was read : —

From T. Easton, applying for a refund of 3s, the cost of a summons against W. J. Easton for rates already paid by him. From Morgan Bros., applying for mill site between Hennessy's and King's mills. From Palmerston N. Hospital and Charitable Aid Board, asking for £14 ios, being second instalment due.

From Treasury, advising forwarding £200, being the second advance on account of £1000 for Wirokino bridge construction.

Proposed by Cr Austin, seconded by Cr Purcell, That the following alterations of the rolls be made : — Robert Griffith Perreau in place of J. A. Perreau, as occupier of sections 385 to 395 ; Frederick Spencer Easton, ao jwner and occupier of section 357, i:' place of J. A. Perreau ; John William Walsh, as owner and occupier of Lots 19, 20, 25 and 26 of section 303, in place of W. Wooilass. Carried.

Proposed by Cr Austin, seconded by Cr Purcell, That the usual honorarinm of £ro to the Mayor be passed for payment. Carried. Proposed by Cr Purcell, seconded by Cr Austin, That the accounts as read be passed for payment, Carried. Proposed by Cr Austin, seconded by Cr Purcell, That Cr Spelman be appointed a member of the Cemetery Committee in succession to Mr Easton, resigned. Carried. Proposed by Cr Austin, seconded by Cr Baker, That the clerk give notice to ratepayers who have allowed gorse or broom to spread on the roads from their properties to have same grubbed within two months from the above date at the direction of the engineer. Carried. Proposed by Cr Jenks, seconded by Cr Purcell, That the engineer be instructed to inspect the bridge referred to in Cr Aldridge's resolution, also to prepare cost of fencing ends ot drains, where same are considered to be dangerous to the public. Carried. Proposed by Cr Spelman, seconded by Cr Purcell, That the roads be >p3ned for twi months fn- grazing mmr nm 6 a.m. to 6 p.m. Carried. Tenders were opened for forming Purcell street: G. Graham, £29; J. Andrew, £27 10s. Proposed by Cr Purcell, seconded by Cr Jenks, That the acceptance of

tenders for forming Purcell street be held over till the Autumn. Carried. TOWN CLERK'S REPORT. Sir, — I have the honour to report. 1. That Mr George Coley has paid the rent of the site recently granted him by the Council between his present mill site and, the old boat shed. 2. Mr Andrew Jonson has presented an account for 5s for repair of Cemetery fence. I find by reference to the schedule of duties of Custodian Foxton Cemetery the following " He shall see to all footpaths, trees, shrubs and all buildings and fences being kept in order, and shall make a quarterly report on the same to the Council." This schedule is undated, but pinned to it is Mr Jonson's tender to carry out the duties at £5 per annum. The tender is dated April 4th, 1893. Last year •ny predecessor entered Mr Jonson's salary as paid up to September 30th, 1898. How the alteration of date from j April 4th to September 30th has happened I cannot say, and Mr Jonson on being questioned could give no explaj nation. Does the Council consider W that repairing fences adjoing the highway is part of Mr Jonson's duty ? 3. Work has been done during the month as follows :—< leaning out side-channel, on Main and Clyde streets and carting away cleanings and spreading them over drifting mnd in Park street and near Victoria Park. Filing holes caused by drifting sand on Cemetery Road, No. 6 Line, and Moutoa Road, and binding tbe filling. Weeding the triangle, and sowing seeds. 4. I beg to suggest that, tenders be called for cut! ing and taking away grass Irom Victoria Park and the Public Also that the cycle track be weeded, the well at the triangle be cleaned oat, and the -veil at cemetery be deepened and pump fixed.

5. Specification has been drawn for formng track on Purcell street, 14 feet wido, and tenders have also been called for the work. 6. As periodicals still continue to bt carried away by kleptomaniacs from the Reading Room I propose to put up a notioe that the magazines may be had for reading on being applied for. 7. At the bridge worka 17 pile, have been driven, and the wads and braces and floor beams or stringers fixed. The work bas been carried out in a workmanlike manner. FINANCE BKPOBT. General account, debit £14 16s 9d ; Reserve account, debit £18 6s ; Library account, debit £5 18s 5d ; Cemetery account credit, £37 12s sd. Total debit, £1 8s 9d. Receipts during the month— General rates, £193 7s 6d ; driving -fees, 9s ; flaxmill sites, £10 ; Wirokino Ferry, £16 ; Library rat s, £12 17s 6d ; subscriptions and ale of paper, £1 3s 6d ; Cemetery account, £1; Reserves Account rents, £24 4s 4d. Tota', £337 4s 2d. Proposed by the Mayor, seconded by Cr Jenks, That the suggestions of the Borough Engineer be given effect to re cutting grass, &c. Carried. Proposed by the Mayor, seconded by Cr Purcell, That the suggestion of the Librarian be given effect to. Carried. Proposed by Cr Jenks, seconded by Cr Purcell, That the sum of 3s be paid to Mr W. J. Easton. Carried. Proposed by Cr Baker, seconded by Cr Austin, That Messrs Morgan Bros. application for flaxmill site be granted on payment of the usual fee ot £5. Carried. _^
