Foxton Borough Council.
♦ - *The ordinary monthly meeting was held last night at 7.30 o'clock. Present— His Worship the Mayor (Cr A. Fraser), and Crs A. S. Easton, S. H. Baker, C. T. Austin, F. E. Jenks, H. Aldridge, and W. Purcell. The adjourned special meeting was held to consider the bye-law re nineinch tyres. Proposed by Cr Austin, seconded by Cr Easton, That the adoption of the bye-law relating to nine-inch tyres be held over until a legal opinion has been obtained. Carried. The minutes of the last monthly meeting were read and confirmed. Proposed, by the Mayor, seconded by Cr Austin, That the following alterations be made in the rolls: — Edmund Osborne in place of John Young, as occupier of sections 543 and 543; Alfred Fraser, as owner and occupier of 15 perches on Main street, in place of Whytes' Trustees; Hans Marthias Andresen, as owner and occupier of sections 530 and 531, in place of George Adams ; John Walker Robinson, as owner of 19 acres, part block IV, also for half share of section 467, in place of James H. Robinson ; Oliver Edward Austin, as owner and occupier of section No. 95, in place of Mrs Mary Ann Austin; Ade Isabel
Cook, in place of Mrs Helen Birchley. Carried. Proposed by the Mayor, seconded by Cr Jenks, That the account of James E. Fulton, engineer, for £150 be passed for payment, and that the town clerk obtain a receipt for same 1 in accordance with agreement made by this Council with Mr Fulton on nth April, 1899. Carried. Proposed by the Mayor, seconded by Cr Purcell, That a committee to j )nsist of Councillors Purcell, Austin, md Jenks be appointed to wait on Dr Meares re his application for Health Officer, and report at next monthly meeting of this Council. Carried. Proposed by the Mayor, seconded by Cr Austin, That the application of John Edward Barham for an auctioneer's license be granted upon the payment of the usual fee. Carried. The Mayor said that for the last three months of the vear the applicant would have to pay £ io. Another application was read from Mr Barham applying for the position of Fire Inspector, and the matter was held over at the request of the Mayor who said the meeting would go into committee to consider the matter. Proposed by Cr Purcell, seconded by Cr Aldridge, That the accounts as read be passed for payment. Carried. Proposed by Cr Baker, seconded by Cr Purcell, That tenders be called for ploughing and scooping a width of fourteen feet in Purcell street. Carried. Proposed by the Mayor, seconded by Cr Easton, That the town clerk be requested to make application for £300 on account of loan from Government towards cost of construction of Wirokino Bridge. Carried. Proposed by the Mayor, seconded by Cr Easton, That the town clerk be requested to write to the chairmen of both Horowhenua and Manawatu County Councils, asking how soon they would be prepared to make an advance payment of their share of cost of construction of Wirokino Bridge, and to point out that this Council has already paid some £200, and a large quantity of material is now on the ground. Carried. Proposed by the Mayor, seconded by Cr Baker, That the committees be constituted as follows : — Finance and cheque signing, Crs Purcell and Jenks ; Reserves, Crs Austin and Baker; Cemetery, Crs Easton and Aldridge ; Library, Crs Purcell, Austin and Baker; Works committee, the whole Council : the Mayor to be chairman of each committee; Proposed by Cr Baker, seconded by Cr Austin, That steps be taken to prevent the metal in various parts of the Borough being buried by drifting sand, in the Avenue Road, Union street, and upon the Moutoa Road, including holes on sides of roads. Carried. The Council then went into committee. Proposed by Cr Purcell, seconded by Cr Austin, That Mr Barham be appointed Fire Inspector at a salary at the rate of £20 a year. The motion was lost, the Mayor and Crs Purcell and Austin voting for the proposition, and Crs Jenks, Easton, Baker and Aldridge against. The Council then resumed its ordinary business. Proposed by Cr Jenks, seconded by Cr Easton, That owing to the present state of the Borough finances the clerk be instructed to enforce all payments of rates now in arrears. Carried. The Council then adjourned.
