Manawatu Herald. TUESDAY, AUGUST 29, 1899 The Municipal Franchise Reform Act.
1 The Act under the above heading which, by the courtesy of the Premier, we are enabled to give in full to-day, has evidently been passed to enable everyone who possesses anyone of the many qualifications to vote at a Municipal election, to get upon the Burgess List. The Act of last year, which gave the extended franchise, directed the lists of freeholders, and of residentials, to be made up to the 31st March in each year, the new Act makes the date practically to within fourteen days of the annual elections. No voter has now more than one vote, and in addition to the ratepayers under the old franchise, the following have now a right to the municipal suffrage— (l) Every residential occuI pant, that is, every person who is in occupation as tenant or sub-tenant, whether joint or several, of any house, warehouse, office, 6hop, or other building, provided that the tenancy is at the rate of not less than £10 per year for each residential occupant thereunder; (2) every freeholder to the capital value of £25, whether a ratepayer or not; (3) the wife of every qualified voter.
