The Hon. Elihu Root, who lately succeeded Mr Alger as Secretary for War in the McKinley Cabinet, has annonnced that a determined campaign in the Philippine Islands will be resumed in November.
General McArthur has driven 6000 Filipinos, who were in the vicinity of San Fernando, to Los Angelos. The Americans lost nine killed, and had twenty-nine wounded.
