*. There are 4000 United States troop 3 in hospital in the Philippine Islands. The soldiers are discouraged and overworked, and they complaio that they have been badly handled in the operations against; the Filipinos. There is a general outcry against Mr Alger, American Secretary tor War, for his conduct of the affairs; of the War Department.
