The Transvaal.
The " Daily Telegraph " states that the Government of the Netherlands has warned President Krnger that his policy will prove disastrous to his Republic. The first and Second Bands have adjourned for 9. fortnight for the purpose of consulting the constituencies on the proposal for the extension of the franchise.
President Krnger declareg that he will adopt a forget-and-forgive policy for the future. The Afrikander Bund newspapers contain fi-rce attacks on Sir Alfred Miiner, Governor of Cape Colony. A mentintj of bnrghera held in BUcsbnrg carried a resolution dec'a'ing that the extension of the franchise to the outlanders is imptiß^ib'e 9eein? thai the burghers number d nniy 40,000 and the oat i-Mid.'n 50,000. Three other fi.;ld batteriea of artillery have been ordered to Natal. They will reach their destination in August next;. [Of the British field artillery there are three batteries already in Natal and one battery of mountain artillery. The batteries are the 10 h the 18tb, the 67th and the 69th. J Some alarming statements are being made about the number of quick-firing garj3in the possession of the Boers. In view of possible hostilities the women and children are now leaving Johannesburg for the Cape. President Krtiger has announced that the reformers would tiob be excluded from the franohisa. • . The despatches sent hy Sir Alfred Miiner, Governor of Cape Colony, and the Right Hon. J. Chamberlain. Secretary of State for the Colonies, to Mr Krugar, the President of thp Tran3vaal, have created a profound impression at the Cape. There are great complaints at Eimberley of the military unpreparadness of the colony. The Cape Government has been denounced for delaying the delivery to volnnteers of the new guns ordered by the previous Ministry.
