TO THK EDITOB OF THE MANAWATU HEBALD. Sir, — Can you tell me if Councillors by right of their seat in the Council can break the laws of that Council without fear. Recently a footpath was damaged by drays (a councillor's) carting coal over it, and now you have only to look down tbe footpath from Mr Overend's office to the railway station, and you will notice another nuisance in the shape of hedge trimmings which bave been lying there since Friday or Saturday last. Nothing apparently has been done in this matter by the proper officials, and I think it is a disgrace to the Council that tbese glaring offences (of councillors) should be allowed. — I am, &c.
