London. THE LONDON BANK ROBBERY. The robber of Parr's Bank having returned £47,000 of the £70,000 stolen from the cashier's drawer, has placed the card-board and string used in tying up the notes in the bank lavatory. A disappointed employee is suspected as being the theft. An anonymous letter accompained the notes returned, declaring that the sender was honest but the crea : ture pf circumstances. THE SUBMARINE TORPEDO BOAT. The son of Lord Brassey some days ago described the French submarine torpedo boat as useless . against a moving ship. The Yar row Company of Shipbuilders also have examined the Gustave Zede, the French submarne torpedo boat, ■ and declare it unsafe and ineffective. THE TRANS AFRICAN RAILWAY. Th_ Right Hon. Joseph Chamberlain, Secretary of State for tho Colonies, has guaranteed to support the Buluwayo-Zambesi Railway, bufc ; refuses to support the ZambesiTanganyika portion of the line at preseut. EGYPTIAN AFFAIRS. It is persistently rumoured that Great Britain will shortly abolish tha capitulations in regard to Egyp h , under which each country transacts certain legal business in its own Consulate. A BIOGRAPHY OF GLADSTONE. The Hon John Morley, will, it is understood, receive £10,000 for his life of the late Right Hon. W. E. Gladstone, which he was recently commissioned to write. THE LIBERALS AS IMPERIALISTS. The Right Hon H. H. Asquith (who was Secretary of State in Gladstone's last administration), in the course of a speech at Darwin, said that in his opinion ninety oufc of every hundred members of the Liberal party were " Imperial Expansionists." He urged that frendship shonld be. maintained with France, and a working agreement entered into with Russia. THE CONSERVATIVE PROGRAMME. The Right Hon. Joseph Chamberlain, Secretary for the Colonies, speaking at Birmingham, said tbat tbe next session of the British Parliament would be devoted to the consideration of local government, Secondary Education Bill and workmen's dwellings. The rapidly approaching federation of the colonies would, Mr Chamberadded, make Australia a nation. ; All the colonies were helping to bring greater federation — the federation of the Empire— within the sphere of practical polices.
