. 4 EUROPEAN DISARMAMENT. It has transpired that during the interview between the Czar and Count Tolstoi, the famous novelist, at which the former's scheme for bringing about European disarmament was discussed, the Count expressed his opinion that Russia ought to set the example to the world by voluntarily disarming.
