G. neral Von Goßsler, the Prussian Minister of War, in introducing the Army Bill, said the Czar's dis armaminfc scheme convinced Germany that she had nothing to fear from Russia. Nowhere, however, remarked the Minister, had there been any evidence of a cessation of war preparations.
