London. RETIRING ON A PENSION. It is announced that Sir Spencer Walpole, X.C.8., who* has betn Secretary to the British Post Office since 1898 (who was previously Inspector of Fisheries and also Lieu-tenant-Governor on the Isle of Man) will shortly retire on a pension.
