M. de Freycinet then stated that if portions of the dossier in which names were mentioned were revealed, there would be danger to the State. The proclamateon states that the people will act if the Government fails to protect the State. The decision of the Court of Cassation in the Dreyfus case, which will be final, is expected to be delivered by February. It is alleged that the ultra-secret dossier— which is being withheld by M. de Freycinet, Ministers for War — contains matter referring to the Dreyfus trial. The Court of Cassation has received the Picquart dossier, which is a military explanation of why a court-martial was necessary. The reactionary party and the military have subscribed £8000 to enable the widow of the late Colonel Henry to prosecute his accassers. The neutrality of the army has thus been violated, but the Government is quiescent.
