It is stated that the Premier (M. Dupuy) is afraid to notice^ Or take and precaution?, in reference to Prince Victor Napoleon's visit to Paris, fearing that if be did so, General Zurlinden Military Governor in Paris, would give the signal for a rising in the army. The Anti-Semitic Laague has posted a proclamation in Paria reminding the public of the recent; admissions of M. de Freycinet, Minister of War, in the Chamber of
Deputies, as to Ihe compromising character of the ultra secret dossier in the Dreyfus case. M. de Freycinet then stated that if portions of the dossier in which names were mentioned were revealed, there would be danger to the State. The proclamateon states that the people will act if the Government fails to protect the State. The decision of the Court of Cassation in the Dreyfus case, which will be final, is expected to be delivered by February. It is alleged that the ultra-secret dossier— which is being withheld by M. de Freycinet, Ministers for War — contains matter referring to the Dreyfus trial. The Court of Cassation has received the Picquart dossier, which is a military explanation of why a court-martial was necessary. The reactionary party and the military have subscribed £8000 to enable the widow of the late Colonel Henry to prosecute his accassers. The neutrality of the army has thus been violated, but the Government is quiescent.
