I FORECAST OF A TIME. A leading French statesman, in the course of an interview, stated that a French and German entente was impracticable. He recom* mended a businesslike settlement of outstanding problems with Great Britain and a tactful attitude on colonial questions. The German press favours an understanding with Great Britain — the friend of an " open door " policy. The German Emperor, in conversation with the Vice-President of the Beiohstag, said he anticipated a disquieting time in the political constellation, which was likely to change. Great Britain's pre paredness was not, he thought, intended solely to impress France. Great Britain, like America before the war with Spain, was pursuing oertain objects with unusual tenacity. The Czar'a Disarmament Conference has been postponed owing to the European situation not being favourable at present.
