France.
Lieutenant Colonel Picquart has asked the Court of Cassation to decide whether he is amenable to the civil or military jurisdiction. Public indignation is growing. The Royalists party is greatly divided on tbe question. M. de Freycinet hopes that the court-martial inquiry into Picquart's conduct will spontaneously* adjourn. The persecution now shown is attributed to Picquart having stopped payment of secret funds to the army officers for pseudo espionage.
