The Times says the Americana consider the proposed " open door " policy a proper acknowledgment of Great Britain's moral support daring the recent Spanish-American war. Referring to Egypt, he said it was the highway to India, and the British taxpayers had a direct gain in employing their capital there. The European opinion was that the British occupation of Egypt was for the general good. He went on to say that the Cape to Cairo railway wap no longer a dream. Referring to the recent naval preparations, he said they only cost Great Britain a few thousand pounds everything having been ready previously. Heavy snowstorms are raging in the north of England, and the rail ways are blocked.
