Spain, yielding to the advice of Germany and Austria, has accepted rho terms laid down by the American -P.'ace. Commissioners, but repudiates the responsibility for the debts of the Philippines and Cuba. The American Peacs Commissioners have offered £40,00.000 for the Philippines, with an " open door to the world," and are prepared to conclude a treaty admitting Spanish vessels and merchandise for five years on the same conditions as American?, and a mutual renunciation of indemnity claims fn Cuba. Spain h'S given a week in which to accept. The Spanish Commissioners are adopting a more friendly tons.
