The United State 3 Government ha? offered to purchase one of the Caroline Islands from Spain for the purposes of a cable station. '
Basides the mobilisation of the navy, which was ordered this week, American troop 3 have been warned to hold themselves in readiness for service.
It transpires that the Spanish representatives have in turn declined to disease with the Americans any question as to the sovereignty of the islands. They propose that arbi* tratora be appointed to interpret the reference made to the Philippines in the protocol drawn op between Spain and the United States as the basis of the Commissioners' proceedings.
The American Feaoe Commission refa3e to adopt the Spanish suggestion to submit to arbitration the question of the interpretation of the reference with regard to the Philippines, and insist upon the cession of the islands to America.
