The French" newspapers regard Inrd Salisbury's speech as numerate and conciliatory. They express relief at the fact that he made no direct proclamation of a protectorate over Egypt. It is aemi-offioially announced that M. Delcasse, Minister of Foreign Affairs, at a Council meeting mentioned that the diplomatists had formed a favourable impression of Lord Salisbury's speech. The Count Of Cassation, which is now dealing with the, revision of the Dreyfus case, has seized a letter written by Major Esterhazy on paper which in indentical with that on which the incriminating bordereau used at the court-martial of Captaio Dreyfus was written. Tho " Morning Post " say* that Captain Dreyfus will shortly be confronted with his accusers.
