Mr Day, the American Secretary of State and Chief Commissioner on the Peace Commission at Paris, has been authorised to interrupt the work 'of the Commission at any moment unless Spain properly accepts America's terms. The Americans insist on Cuba being evacuated by the end of November. The Spaniards declare this is impossible. The American newspapers talk of the necessity of making a naval demonstration on the Spanish coast.
