News has been reoeived from Pekin that as the result of . the pressure brought to bear by Great
Britian the Tsung-li-Tamen has instructed the Chinese Director of Bailways to conclude a loan for the purpose of railway construction with the Hongkong-Shanghai Bank. A Router's telegram from Pekin states that the Emperor has caused Pekin and other cities to be placarded with an edict announcing his intention to copy die best points cL* Western: civiUaation, • W Tfre Emperor promises to establish an Imperial postal service ; authorises everybody to' nleiridrlalise the Throne ; and directs the publication of monthly accounts of tihe Government receipts and expenditure.
