+ General Merritt, the American Commander at Manila, in a despatch to the Government announces that Manila and its suburbs have surrendered, but not the whole of the Philippines. It is reported that tha Americans have entered into a friendly agreement with Aquinaldo. The Spaniards in Puerto Rico are appealing to the American troops for protection from the revenge of the natives. The Spanish Government has appointed Commissioners to superintend the evacuation of Cuba. General Blanco, the present Governor of the island, is not included in the Commission. The situation at Manila is unsatisfactory. Hundreds are deserting the insurgents, and trying to enter the city. Aquinaldo out off the water supply. President McEinley proposes to annex only the Isle Luson, resfcor-
ing the rest of the Philippines on obtaining a guarantee of equal com* raercial privileges with Spain.
